The Assessor's Office has the responsibility to locate all taxable property in the County and to identify ownership. This office establishes value for all taxable property and applies all legal exemptions to the property.

Appraiser III is found only in the Assessor's Office and is the advanced working level and/or lead worker class in the series. Under direction, performs difficult technical valuation work in the appraisal of real property (residential and commercial) for ad valorem tax purposes; leads, trains and reviews the work of subordinate appraisers in valuation of real property and/or performs in a specialized area of appraisal work; and performs other related work as required.

Flexible staffing This classification is part of a flexible series. Incumbents appointed at the lower level of the career series may be promoted up to the higher level of the career series subject to their meeting the employment standards for the higher class and a recommendation for their promotion by the appointing authority.

Incumbents are responsible for their own territories and appeals; ensuring that their work is performed timely, competently, completely and is up to date.

Appraiser III is a full-time, Monday through Friday, 8-5 position.

Possession of an advanced appraisal certificate is highly desirable.

Examples of Duties


  1. Appraises commercial and industrial properties, various classes of buildings and related structures, improved and unimproved land and interests in land.
  2. Provides direction to Appraisers in the performance of day-to-day activities; determines priorities, trains, assigns and reviews work and assists in establishing job standards and evaluation of work quality and performance levels; provides ongoing feedback to staff relative to job performance and provides input to supervisor for performance evaluations.
  3. Recommends new and/or improved methods for arriving at appropriate and equitable appraisals for different types of property.
  4. Analyzes sales, listings, and income of real property; examines recorded information in County offices.
  5. Interviews individual taxpayers and interested groups and explains appraisal and assessing procedures; appears as an expert witness in hearings pertaining to appraisals; presents appraisals to the assessment appeals board.

THE SUCCESSFUL CANDIDATE
Will have a proven track record demonstrating the following knowledge, skills and abilities, including but not limited to, excellent verbal and written communication skills and a high degree of integrity and professionalism.

Working Knowledge of:

  • Methods of real property appraisal, practices, procedures and terminology.
  • California Property tax laws and regulations and the Assessor's Handbook.
  • Factors involved in appraising various classes of real property.
  • Factors affecting the economic value of property.
  • Statistical concepts and applications.
Skill and Ability to:

  • Make moderate to complex appraisals of residential, commercial, industrial, rural properties and change in ownership determinations.
  • Lead, assign, train, and review the work of subordinate staff.
  • Interpret data and apply mathematical calculations to property appraisal.
  • Draw sketches of improvements to scale.
  • Read and interpret blueprints, sketches and property descriptions.
  • Keep accurate and detailed records.
  • Prepare clear and concise recommendations and reports.
  • Operate a variety of office equipment, such as a calculator and personal computer.
  • Communicate effectively both orally and in writing.
  • Provide excellent and courteous customer service and establish and maintain effective working relationships with fellow employees and the general public.

Any combination of training, education and/or experience which provides the knowledge, skills and abilities and required conditions of employment is qualifying. An example of a way these requirements might be acquired is:

Two years of experience as an Appraiser II or in an appraisal class of comparable or higher level.

CONDITIONS OF EMPLOYMENT

  1. Possess and maintain a valid California Class C driver's license or the ability to provide suitable transportation that is approved by the appointing authority.
  2. Pursuant to Rules 282 and 283 of the State of California Board of Equalization Property Tax Rules, a Temporary Appraiser's Certificate will be issued only upon meeting the minimum qualifications listed under Option I, II or III as detailed in EXAMPLES OF EXPERIENCE/ EDUCATION/ TRAINING above; and
  3. Pursuant to Article 8, Section 670 of the Revenue and Taxation Code of the State of California, a Permanent Appraiser's Certificate issued by the State of California Board of Equalization is to be obtained within one year of appointment. Failure to obtain a Permanent California Appraiser's Certificate within one year of appointment will be cause for termination of employment; and
  4. Pursuant to Article 8, Section 671 of the Revenue and Taxation Code of the State of California, completion of at least 24 hours of training conducted or approved by the California State Board of Equalization is required in each one-year period.
  5. Prospective employees for the Assessor-County Clerk/Recorder will be required to submit to a background review which may include a review of information concerning present and/or prior employment, driving record, credit record and record of criminal conviction.
  6. Be available to work a flexible schedule, including evenings, weekends, holidays, and during times of disaster and/or emergency.
